🔎 About the Assignment
Adam Smith International (ASI) is seeking proposals from qualified firms to design and conduct surveys to assess stakeholder perceptions of Trade Facilitation, Anti-Smuggling, and Taxpayer Facilitation under the REMIT program.
🎯 Objectives
- Measure transparency in customs and import procedures
- Assess trade facilitation effectiveness at entry points
- Gauge awareness and perception of anti-smuggling actions
- Evaluate taxpayer experience and suggest improvements
📋 Scope of Work
- Survey Design: Develop customized questionnaires and sampling strategies.
- Data Collection: Execute fieldwork using face-to-face, online, or phone surveys.
- Analysis & Reporting: Apply statistical methods and generate insights with visual dashboards.
- Recommendations: Provide actionable outcomes for strategic communication and reforms.
🛠️ Firm Requirements
- Minimum 10 years of national-level survey experience in Pakistan
- Qualified team of enumerators and data specialists
- Demonstrated ethical data handling and reporting practices
- Experience with government and international development agencies is a plus
📝 Bidding & Proposal Submission
- Submission Deadline: 4th August, 2025 – 17:00 PKT
- Selection Method: Quality and Cost Based Selection (QCBS)
- Both Technical and Financial proposals are required
- No joint bids or consortiums are allowed

🗂️ Evaluation Criteria
- Technical Proposal: 80% weightage (includes experience, methodology, and timeline)
- Financial Proposal: 20% weightage

- All proposals become the property of ASI
